It is because you have RusMap mod :/

By using the Forum Search feature, you can find the map zoom fix for RusMap, it's download link has been posted numerous times on this forum.

no i don not have rusmap , but I have made a mistake, I have the 32-bit version used and that does not work
and i used the wrong forum . it is the promod 1.95
