If I remember correctly, when I was 15 or 16, a guy came to our school with a scooter and everybody could have tried driving it (private school, so not many students there). If you were good (and lucky), you were given a scooter license or whatever is it called. In Poland we have a bike license (bike card) that allows you to drive on roads (I got in primary school when I was 10 or something but I never had it in my pocket when riding a bike
) and there is also a place for a stamp for mopeds - that's the scooter license I mentioned above. I regret that I didn't try driving that scooter and didn't get it but I didn't own one anyway, so no problem
