Eastern smaller states, those I think will be bundled in bundles.
Texas.... is a big state. Could it be after New Mexico? My bet anyway.

Do you know France has a 213 010 sq mi metropolitan territory ? Bigger than, Oregon + Washington, or bigger than Utah + New Mexico. But the problem is not here. The problem is about miles of roads and assets. New mexico is the easy one as I think there is less of new assets to make for scs compare to a more green state as Oregon. Semi arid climate first.
