I installed the mod last night.. However the fps isn't that great.. Hovering around 25-30..prior to my pc formatting i used to get 40+ fps..I was wondering to re install the mod and select low end pc while setting up the def file this time (opted for average pc last time) .do i need to buy the mod again?

You can regenerate the def file without having to redownload the entire mod, so no payment is required for the fast download.
FPS performance highly depends on the area that you are located in (big cities require more FPS) and on the addition of other mods you may have (AI, trailers)
