there is a problem in game speed limits that when theres for example a 80kmh limit the ai goes far under it. More like 70km/h . In finland people usually drives at least 90km/h when the limit is 80 and 110km/h+ when its 100

Both of you are kinda right. Most people do follow the limits but there is always some people who are speeding because traffic is sometimes really sparse in Finland. Also in Finland it seems to be a rule more than an exception to drive just a little over the speed limit. So people drive like 83km/h where the maximum speed limit is 80km/h just so that they aren't too slow so others would not overtake them.

I have noticed this... When you drive 82km/h at 80km/h limit, with cruise on (speed checked from GPS), people pass you left & right
But, I don't care, just think that they have extra money to pay fines, I don't...
