That's probably a mods conflict because with only ProMods there is no such problem there. Also when you report a bug please include coordinates as its described here

You're using way too many conflicting map mods and some of them are not updated to ETS2 1.39.
You need to make a new profile with ProMods only and then add mod for mod in until you find the conflicting one(s).

I have this error too and I thnik is caused by poland rebuilding. The addon PM251_RM2.3.1_PR2.4.4_roadconnection.scs maybe is unfixed with this error.

You have PM2.51 + RM2.3.1 + PR2.4.4?
