[Fixed] [2.67] Some regular license plates in Serbia replaced with Police ones

In the Serbian area of ProMods, theres a very heavy chance of an civilian car spawning with police plates, one can see it on the road, toll booths though not at border crossing (where the correct police cars are spawned)
