This morning I had some time to finish scenery in Pärnu and adding signs in the town:

(btw the empty spaces on signs are there because of the missing overlays for Rakvere and Valga)

I think, that you are also using the new signage sistem. As I understand, the overlay signage system is still actual? ;)

Now that I see traffic lights I must say that it's very impressive and even realistic to make some traffic lights not work at night. Very smart (you could make some not work at all so we don't need to wait at them! ;) ).

Pärnu looks great! Just a suggestion tho, you should add 'Ikla' on signs in Pärnu. It's the border point on the E67 and almost everywhere in Pärnu it is written with 'Riia'.

The new signage system is not applied everywhere. Germany is our pioneering country and the first adopter of the new system. Austria, Slovenia, Switzerland and Italy also have (a partial) adoption of the new system and if we are lucky, Finland gets a partial adoption too. But the rest of the countries still use the old system for now. For some countries, like Iceland and Luxembourg, it would mean little benefit to implement the new system there (considering the effort required to make such a system functional reflected against the gains you get when implementing the new system).

Besides, rolling out the system is also quite time-intensive, since the added flexibility and detail does demand more time for implementation.. It took us a few weeks(!) to roll out the system over the ARP area, and it's still not complete!

So, the overlay system is still in place in Estonia...
