It is before Oulu.

Yeah, relatively speaking. I live near it and I have about 3kms to city center. Oulu is small but its spread all over the place hence the surprisingly high population.

Well, TBH, there are no big cities in Finland at all. Even Helsinki is very small, it just feels big because of all the ring roads.

I have done some work on the Vt8 between Kokkola and Oulu - I present you scenery town Raahe, with some short information

Raahe is a town in the Pohjois-Pohjanmaa (Northern Ostrobothnia) region of Finland. It was founded in 1649 by Governor General of Finland Count Per Brahe jr.
Raahe has around 25,000 inhabitants and it is one of the 10 "wooden towns" in Finland - town centres made of wood, together with for example Vaasa or Porvoo.

In game, only a part of the outskirts of the town is represented, concretely a gas station and surroundings in the northeastern part.
