a.) There is probably some sectors around Vitebsk colliding and causing that, because that is last addition you add into mod And before that it didn't happen at all.

According what i found, this is only my guessing, from game.log on clean profile with only needed mods - Promods+Rusmap+Realistic Russian Highways.

No, you must write in english. But if we talk on another place and you talk on Russian, I have problem with understanding.
Your post doesn't tell anything about error. You usually need to explore game.log and post lines with errors, so developers know where to search for problem. But, fortunately, I already got more complains about Poland Rebuilding and Romania extended, so I will anyway investigate. For now, only solution is to remove these 2 mods or my mod. You even didn't write which my mods you use so how I would help you?
