Incompatible def file

it says my def file is incompatible in my mod manager. i used 7-zip and tested the file and it said everything was good. What did i do wrong or how do i fix it?

You're missing required dlcs, you need oregon and washington dlc for ProMods Canada

I have all the DLCS that come with ATS besides the newest one.

Are you sure you are using the ATS def file and not an ETS one?
