[Fixed] [#32719] [1.0.2] Misaligned jersey barrier causing clipping on BCH-5

There's a misaligned jersey barrier on BCH-5, right past the Great Bear Snow Shed Tunnel, causing clipping with random event vehicles. The barrier should be pushed a bit further out to correct for this. IRL, it is a bit further out than it is at the moment anyway.
